Keith Franklin

President • Principal • RLA


Mr. Franklin founded LandPlan Consultants, Inc. in 1983 to provide landscape architecture and site planning services with a special emphasis in the area of recreational design. As principal in charge of all LandPlan Consultants projects, Mr. Franklin has overseen a variety of master plans and projects relating to parks, trails and streetscape design and planning projects across the state of Oklahoma and the region. He has met the design needs of numerous communities and agencies through his efforts. In the planning phases of a project, Mr. Franklin demonstrates superior skills in leading group meetings and consensus building among various stakeholders. His ability to moderate and facilitate public meetings has led to the successful completion of more than 61 trails, 30 streetscapes, and 40 park projects.


Julie Graff



Julie Graff has 11 years of professional experience in landscape architecture, project management, and is a Registered Landscape Architect. She is a LEED accredited professional and has worked on over 10 LEED projects contributing to sustainable sites and water conservation efforts. Julie has had extensive experience working for architectural firms and also for the City of Fort Collins Park Planning and Development Division. She has worked on a wide range of projects including health care healing gardens, school facilities, university master planning, commercial design, parks, playgrounds, private residences, and environmental restoration projects. Her favorite part of any project is the challenge of bringing people together in a collaborative, effort to create enjoyable recreational environments.


Michael Harmon

Designer • BSLA • LEED AP


Michael earned his bachelors degree from Colorado State University and spent several years at a local Denver based firm. His experiences include master planned, amenity-based and large lot communities where mixed land uses, open space, preservation zones, all combine to form various centers within neighborhoods and communities. Since joining LandPlan, Michael has been involved in a variety of project including parks, splash pads, playgrounds, streetscape master planning and trail improvements. As a project manager, he has prepared construction documents, design standards, design guidelines, Geographic Information Systems (G.I.S.) analysis and mapping, grant writing, master planning, graphics and marketing, and taken projects from concept through construction. Michael is a LEED accredited professional.



Jamie Barnes



Jamie earned his BLA from Oklahoma State University in 2015. After graduating, he worked in Dallas, TX for over 3 years before joining LandPlan in August of 2018. Jamie is a native Tulsan with a wide knowledge of the area and surrounding communities. Jamie has experience in a wide range of design and construction that has centered around engaging outdoor spaces, water features, and municipal cooperation.


Barbara Tartar



Barbara joined LandPlan in 2001 after working as a landscape architect in Florida for fifteen years. She has a diverse background in municipal and commercial landscape and hardscape design. Barbara has impacted many regional cities and communities with her work on streetscape projects at LandPlan. Barbara has also made contributions to many park, playground and bike/pedestrian trail projects. Barbara’s responsibilities consist of meeting with clients; managing streetscape, park, and trail projects; preliminary designs for municipal approval; coordinating with government officials; preparing construction document sets; bidding services; grant writing, and construction inspection.



Jeff Morales

Designer • BLA


Jeff has been practicing landscape architecture since 2004. His specialized professional experience includes conceptual and schematic design, creation of construction documents, project management and construction administration for trails and recreational parks. Additionally, he has expertise in site grading as well as extensive knowledge of plant materials. Jeff's primary roles are project management and construction administration as it relates to landscape architecture projects. He brings to the company a background in landscape construction via many years of experience with golf course management, excellent relationships within the industry and an understanding of the entire construction process. This experience contributes to finding value for owners in their projects and helping contractors realize their full potential during installation.


Blake Buckner



Blake earned his BLA from the University of Arkansas in 2013. After graduation he worked in Houston for a couple of years and joined LandPlan in September of 2015. He has experience with the full design process, including bidding and some construction administration. Projects he has worked on include master-planned communities, playgrounds, splashpads, streetscapes, and trail improvements. Blake became a licensed Landscape Architect in the summer of 2017.




Mary Wade

Office Manager


Mary Wade is our most recent addition.   She earned her certification as an administrative professional in 2002 and has built her career serving in various administrative and management roles involving office management, employee training, human resources and bookkeeping.  She attended Tulsa Community College and is a graduate of Leadership Tulsa Class 49.  Mary loves exploring the community with her family, cooking, travel and fall weather.

Mary served for many years on the Tulsa Tech Office Management, advisory board; as an associate member of the Women’s Leadership Council, as a Tulsa Metro Chamber Resource Development Campaign, team captain and Tulsa Area United Way, Community Investment Panel member.
